DRAFT REVISED INSTRUCTIONS.
I, Estimates.
1. An annual Estimate of the anticipated Revenue and other resources of the Colony, (including the Grant of Parliament if any) is to be prepared and sent home at the same time with an annual estimate of the contemplated expenditure of the Colony.
The duty of preparing these Estimates will devolve upon the ... ; the requisite materials for framing them being furnished under the Governor's orders by the Receiver General or Treasurer, and by the different Sub-accountants and Heads of Departments.
2. Receipts anticipated from alienation of Crown Lands, in the form of purchase money or premia for long leases, being not strictly Revenue, are not to be included in the annual estimates of Revenue, nor in the accounts of receipts, but are to be shown separately.
3. The Estimate of the Expenditure is to include all Expenditure whether defrayed from Revenue collected in the Colony or out of a Grant of Parliament; and is to distinguish the Establishments already fixed under the sanction of Her Majesty's Government from other Expenditure not so fixed.
4. The Estimates both of Receipts and Expenditure of each year are to show respectively in separate columns under the same general Heads of Service the actual Receipts and the actual Expenditure of the year previous to that in which the Estimates are prepared.
5. The Estimates are to be printed, and should be submitted by the Governor to the Council of his Government before the expiration of the month of ... and should afterwards be transmitted to the Secretary of State for the Colonies together with the Appropriation Ordinance for the next ensuing year, and a table exhibiting the variations from the preceding year. They should be accompanied by such full and sufficient information as to every expense of an unusual nature therein comprised, as may be necessary to enable Her Majesty's Government to decide upon the propriety of the proposed expenditure.
6. As Heads of Service in the accounts must be the same as in the Estimates, every item of contemplated expenditure must be carefully classed and arranged under its appropriate Head. Under the Head of "Contingencies" are to be inserted only those charges which are properly incidental to each separate Office Establishment.
7. No sum is to be set down in the Estimates for "Unforeseen Charges"; but in case of it becoming unavoidably necessary from any pressing or unforeseen emergency, to provide for Expenditure not comprised in the Annual Estimate, the Council of Government must be asked to vote the necessary sums, which will be afterwards included in a Supplementary Estimate to be prepared and framed in the same manner as the Annual Estimate, which must also be submitted by the Governor to the Council of his Government, and be transmitted to Her Majesty's Government together with an Appropriation Ordinance.
8. No sums which have been provided in the Estimates of Expenditure for any particular Head of Service, shall be applied to any other Head of Service, unless a vote of the Council of Government has been previously obtained for the transfer, which vote must be reported to the Secretary of State for the Colonies, for the information of Her Majesty's Government.
